Professional Employer Organization (PEO) Services
With regards to the effective management of talents, our organization considers the safety and well-being of contractors a topmost priority. Hence, it has been our primary aim to ensure that contractors are properly managed not only in terms of their well-being but also all other areas that will provide them with a sound working environment to produce results.
We implement a system that manages all contractor’s health, safety and insurance information, training and capacity building programs as well as all other documents that pertain to the contractor and the end client.
Contractor Management services is a full cycle process that involves the qualification, selection, analysis and management of a contracted work/labor force. The addition of outsourced labor to an organization often comes with a level of risk as this introduced workforce was not originally a part of the organization’s safety culture. It is therefore the responsibility of the company providing contractor safety services (which is a part of contractor management services) to minimize and control the level of risk involved. We also ensure the compliance of all contractors in our service to the statutes of the countries in which they operate.
Our service helps companies gain access to specialized professional and technical expertise that are continuously and routinely required. The provision of our services also has supplementary benefits to the company’s already existing resources. We also provide the added advantage of staffing increases without the cost (overhead) of direct hire employees.
Our management and expatriate support services are deployed in Ghana, Nigeria, Cote D’Ivoire, South Africa, Tanzania, Egypt, Congo-Brazzaville, Kenya and United Arab Emirates.

What Is a Professional Employer Organization (PEO)?
Our Professional Employer Organization (PEO) services give your business access to a fully managed, HR infrastructure, allowing you to retain direct control of your team and day-to-day operations while we handle the administrative, regulatory, and compliance responsibilities that slow businesses down.
What Is a Professional Employer Organization (PEO)?
GroConsult Management Consortium, as your PEO becomes the administrative employer of your workforce, managing HR, payroll, compliance, and benefits on your behalf, while you remain the operational employer, retaining full day-to-day direction and control of your employees.
PEO vs. Employer of Record (EOR
GroConsult offers both PEO and Employer of Record (EOR) services. While they are often confused, they serve different needs: PEO (Co-Employment): Best suited for businesses that already have a legal entity. The client retains their employer status and directs the work; GroConsult manages all HR administration, payroll, and compliance. EOR (Sole Employment): Best suited for businesses that do not yet have a local entity. GroConsult becomes the employer of record, hiring staff on the client's behalf while the client retains operational control. Not sure which model suits your business? BENEFITS
Why Businesses Partner with GroConsult for PEO Services
Our clients gain a strategic HR partner that actively reduces risk, improves the employee experience, and enables their business to grow with confidence. Here is what partnering with GroConsult delivers:
Immediate Access to HR Expertise
Rather than building an internal HR function from scratch or straining an existing team beyond its capacity, you gain immediate access to experienced HR, payroll, and compliance professionals.
Significant Cost Savings
Building and maintaining an in-house HR department involves salaries, benefits, training, software, and infrastructure costs that add up quickly. Our PEO model converts those fixed overhead costs into a scalable, predictable service fee, freeing capital for reinvestment in your core business.
Reduced Employment Risk and Legal Exposure
From wrongful termination claims to labour law non-compliance and unpaid statutory obligations, the legal risks of employment in Ghana are real and costly. GroConsult's expertise and oversight significantly reduce your exposure, protecting your business and your reputation.
Better Benefits for Your Employees
Through our PEO model, your employees access well-administered benefits — including health insurance, pension enrolment, and leave management, managed consistently and transparently. A well-supported workforce is a more productive and loyal one.
Scalable as You Grow
Whether you are adding five employees or fifty, our PEO infrastructure scales with you. As your workforce grows, our service adapts, without the delays, costs, or administrative burden of expanding an internal HR team.
Fully Integrated with GroConsult's Wider Solutions
Our PEO services connect seamlessly with our Payroll & Compliance, Tax and Statutory Compliance, Employer of Record, Accounting & Audit, and HR Management solutions, giving you a unified, end-to-end people and compliance infrastructure managed by one trusted partner.
Frequently Asked Questions About Immigration Support Services
Will my employees know they are in a co-employment arrangement?
Yes, transparency is important and is a standard part of our onboarding process. We communicate the co-employment arrangement clearly to your employees, explaining that GroConsult manages their HR administration and payroll while their operational reporting line and day-to-day direction remain with you, their operational employer.
Do I need to have a registered legal entity to use PEO services?
Yes. A PEO arrangement is a co-employment model, which means your business must already have a legal presence. If you are entering a country without an established entity and need to hire staff, our Employer of Record (EOR) services may be the more suitable starting point. Our team can advise on the right structure for your situation.
How is GroConsult's PEO service different from simply outsourcing my HR department?
Traditional HR outsourcing transfers administrative tasks to a third-party provider. A PEO goes further by entering into a formal co-employment relationship that includes shared legal employer responsibilities, covering payroll, statutory obligations, benefits administration, and compliance accountability. This gives you deeper protection and more integrated support than standard HR outsourcing.
Can I retain specific HR functions in-house while outsourcing others to GroConsult?
Yes. Our PEO engagement is flexible and can be structured around your specific needs. If you already have internal capacity HR functions, such as recruitment or performance management, we scope our service to complement rather than duplicate what you already have in place.
What happens to my employees if I decide to end the PEO arrangement?
We manage the transition professionally and compliantly. Your employees remain your operational workforce throughout and after the transition. We ensure all statutory records, payroll history, and HR documentation are properly transferred to your team or a new provider of your choice.
How quickly can we get started?
Following our initial assessment and the setup of the co-employment framework, most businesses are fully onboarded within two to four weeks. For businesses with more complex workforce structures or compliance requirements, timelines may vary.
